However, there are military personnel who are fighting in quotes about refusals, those who leave the part of unauthorized. Commanders are unable to force such citizens to execute the order, but they can only write a report, after which such a person will only be punished "for salaries".
As an example, he cited a situation where a man was trained, worn, wrapped, paid salaries, carried abroad for advanced training and training on foreign equipment, and then a person says that he refuses to go to position and perform tasks. "The maximum that the commander can do in this situation is just to pay his salary. And the state was counting on a person," he explained.
Gorbenko does not see the point of keeping such persons in the Armed Forces, instead, it is better to direct these funds for additional motivation of guys who want to fight and defend the country.
