Dear colleagues, expensive Charles! Glad to welcome you today as always, but still in a slightly different format. Now I visit the cities that Russia is trying to destroy. The cities of Donbass, our Kharkiv are one of the centers of East of Europe, our Kherson is already freed from the Russian occupation, but suffering from constant Russian terrorist strikes.

I'm on the train - on the way, I use every opportunity to support the spirit of our people, to bring the time when we can drive further from Ukraine a Russian terrorist contingent - these military criminals, whom each of you knows that they dream of bringing everything to your cities The evil they carry to Ukraine.

God forbid anyone in the world to see their cities empty because of the threat of terrorist strikes - like Kramatorsk or dozens of other cities of Donbass; with destroyed houses - destroyed by Russian artillery; With plywood instead of glass in the windows where people still try to live. Fully destroyed, broken by the shelling of the village, as in our Kherson region and everywhere, where Russian invaders are obtained. Abandoned because the fields are replaced . . .

God forbid anyone to see it in your country. Dear colleagues! No one knows exactly how much war will last and what battles will give us success faster and which will take longer efforts. But it is clear that if there are no delay or stagnation in our cooperation, if our forces are strongly directed to the Ukrainian victory, then the victory will be this year. Time matters. Not only months and weeks, but also days. The sooner we act together with you, the more lives we save.

Over a year of a full -scale war, our cooperation is constantly increasing. Was the destructive tightening between our steps? It was. But still we went to a common goal - we acted with you to stop Russian terror. Our defensive cooperation, successful winter without chaos and crisis, economic cooperation, ten sanctions packages of the European Union against Russia, assistance of international justice in holding responsibility of Russian military criminals . . .

All this is evidence that Europe is able to protect its values ​​and Courage does not obey terror. I am particularly grateful to those who are effective in the proposed Estonia and the initiative of all of you to supply and production shells for our artillery. The more often the Ukrainian guns are on the occupier, the less the chances in Russia to implement their genocide policy against Ukrainians and other Europeans.

I am also grateful to you who support the work of the International Criminal Court and our efforts to create a special tribunal on Russia's aggression against Ukraine, as well as the effort to launch a compensatory mechanism that converts Russia's now blocked assets in restoring a Russian war violated in Ukraine. But, dear colleagues, do you feel that we have less success with you than new delay in joint actions? Unfortunately, that's it. And in the Kremlin they see it.

It removes us with you from reaching peace. I will now give five such examples of tightening. First. Despite the fact that every hour on the battlefield matters, delaying with the supply of long -range missiles for Ukraine is already significant. And this does not allow us to reject the positions of Russian terrorists, in particular from Kherson, from Zaporozhye and other our cities, which are constantly being fired by Russian long -range missiles.

Only yesterday and only in our Zaporozhye rockets of Russian terrorists hit ordinary high -rises. Dozens of families are left without home, many wounded, there are dead . . . Ordinary people! My condolences to all relatives and loved ones whose lives have taken away Russian terror! It is impossible to delay the transfer of weapons to our soldiers, which can protect Ukrainians from terror. Permanent Russian terror. The second example.

I am grateful to Poland and grateful to Slovakia for making decisions on Migiv for Ukraine. This will significantly increase the protection of our sky. But we need more modern aircraft, and we have talked about them. Is there a rational motivation in tightening about modern aircraft? Remember how much Russian intimidation was when it comes to the transfer of "leopards" and other modern tanks than those that were previously in our soldiers. Modern tanks are already in Ukraine.

So what did Russia do? We all have to get used to the fact that the terrorist state blosses more often than it can go to escalation. All evil against Ukraine and all of Europe, which Russia was capable of, is already doing. The third example. Tightening with new sanctions packages in Europe is becoming more and more unpleasant. On the one hand, global effort is not enough to prevent Russia from adapting to sanctions, not to allow them to bypass them through third countries.

On the other hand, the European Union does not signal the world that sanctions against Russia will increase. A simple question: how will such delay will be perceived by third countries? Those whose power does not respect international law. Obviously, it may seem that ignoring sanctions will have no consequences. That is why sanctions should be expanded. There can be no hint of tightening sanctions.

Moreover, there can be no eruption of sanctions, and especially under the manipulative cover of food safety. Strong sanctions are safety, weakening of sanctions is an invitation to new crises, including food. The fourth example is the formula of peace, the Ukrainian formula of peace I introduced in the fall. It is the only realistic and comprehensive plan for the restoration of the territorial integrity of Ukraine and guaranteeing the safety of our people and all Europe.

We have been talking to you for a long time about organizing a peace formula. I am ready to appoint a summit in Kiev in the near future. But we all understand that many leaders, unfortunately, will not be able to come to Ukraine. So I urge to help us with that. We can organize a summit in one of the world capitals - in one of the European capitals. Will it not add global power to Europe? Will add exactly. And the fifth.

Whatever the Russian terror, no matter what the aggressor is, we continue to develop our institutions according to the standards of European institutions. Ukrainian transformation into a modern, fully accountable society and devoid of corruption, institutionally stable state is ongoing. The results are obvious. We stood in the war. Our institutions work despite everything. Financial system, banks, all public services, social sphere.

And it is critical that there is no delay in the rapprochement of Ukraine and the European Union. This is important for the protection of Ukraine and for the protection of the European system. This meets the objective need to strengthen Europe constantly, as only constant strengthening guarantees constant stability. Ukraine is ready to decide on the beginning of membership in the European Union this year. The same willingness is needed from all of you, dear - the main one, every leader of Europe.

Ukrainians need to see your readiness and motivate it. In order to feel that our protection of European values ​​by our warriors is really supported by the whole of Europe. Charles, dear colleagues! If the war can teach something that it has touched on, it is that honesty in relations between the Allies guarantees victory. I honestly noted five key dangers - five reasons for delaying this war and the distance of peace. We have to do everything so that there is no tightening.

And we can really do it. Europe is able to be decisive. I know you know how to appreciate time. Let every meeting, every discussion, every day of our joint work brings the return of peace, brings the liberation of our land, all of Europe from Russian evil. If Europe is delayed, evil can have time to regroup and tune in during the war. In your power - not to allow this. In our common power - to free Ukraine from Russian aggression this year.
