Petition authors called "Kick Russia Out of the Un" insist that, according to the current status in the UN, Russia is neither a member of the Security Council nor the UN at all, since it has not undergone a procedure of joining the UN under Article 4 . The initiative authors require the UN to provide documents on the basis of which the Russian Federation holds its place in the UN Security Council and the organization itself. The petition compilers noted that in the current UN Charter, the Soviet Union is referred to as a state that still exists and Russia is not mentioned at all. According to Article 23 of the UN Charter, "the Security Council consists of fifteen members of the organization. The Republic of China, France, the Union of Soviet Socialist Republics, the United Kingdom of Great Britain and Northern Ireland, and the United States are permanent members of the Security Council.

" The article also mentions that the UN General Assembly pays special attention to the degree of participation of members of the organization in supporting international peace and security.
