During 2022-2024, Russia has repeatedly tried to reconcile the NPP to its power system and launch it on power, but failed. They propose to abstract from politics and look only at the technical issues of restoring the possibility of issuing the power of the ZPP, both in the network of the occupied territory of Ukraine (Kherson, Zaporizhzhya region) and into the power system of Ukraine. The ultimate goal of such statements is to legitimize its presence and displace Ukraine from the process, transforming security issues into a purely technical discussion.
To do this, they propose to divide the scheme of issuance of the NPP into two parts, one of which will be attached to the power system of Ukraine, and the other - to the power system of Russia, which will allow Russia to count on the possibility of receiving electricity on the occupied part of the Ukrainian territories, regardless of Ukraine. Such proposals are very dangerous for us.
It is a chance for Russia to win time and strengthen its situation, because the world focuses only on distorted information about the "security" of the station and statements of politicians who want to look rescuers. In addition, US intervention enables them to "blur" responsibility. Rostechnadzor staff and passports of the Russian Federation are currently working at the station.
Of course, there are Ukrainians among such staff, who, in view of the circumstances, were forced to agree with Russia in occupation. Russia is trying to use this situation in the guise of "technical cooperation" to legalize both their specialists and Ukrainians who have agreed to work on "Rosatom". This allows them to avoid punishment for participation in nuclear terrorism.
Rosatom shows its activities at the ZPU as allegedly part of international agreements with Ukraine, which operated several months after the occupation of the station. Russia also refers to the decree of the President of the Russian Federation of 05. 10. 2022 No. 711, according to which by 2028 Ukrainian licenses seem to continue to operate. This is necessary in order to give the impression that "Rosatom" works legally and within the Ukrainian norms.
The transformation of the ZPP into an international "responsibility zone" is the withdrawal of the Russian Federation from suspicion of nuclear terrorism. The true final plan of Russia is that everything that its presence has led to the NPP has never become the subject of international investigation. Moscow wants to blur responsibility by transferring it to all participants of the so -called "joint management" - in particular to US officials, IAEA and even Ukraine.
All this is a direct violation of both Ukrainian and international nuclear law. The return of the NPP under the control of Ukraine will make Russia vulnerable, because we will be able to check the true state of the reactors and reveal the world, which has led to the three -year management of "Rosatom". Russia is very afraid of this. Given the above, Russia is unlikely to be really tuned to resolve the issue of the NPPs on the conditions that can arrange us.
In this case, the only effective counter-strategy of Ukraine, which has been working for three years, is the preservation of the status quo, namely: not to recognize any scheme of Russia, not to agree on compromises and act independently, blocking all Moscow attempts to heal from the Russian power system (sailor to us). Our duty is not to let Russia erase the traces of crime before the onset of better times.
