The battle for migrants. Why Ukraine will require Central Asia workers after the war

Focus spoke with an international employment expert Vasyl Waxboyn about how society should be prepared for the arrival of labor from Asia after the war and how Ukraine will compete with the west for migrants. On March 21, the Economic Strategy Center (CES) published the results of the study on the prospects of returning Ukrainians home after the war was over. The assumption is suggested that at the best case there will be 861 thousand of our citizens abroad, with an average scenario - 1.

In addition, about 2 million Ukrainians were forcibly deported to the Russian Federation, And not all of them will be able to return for various reasons. There was already a staffing deficit in Ukraine, said Anna Vakhitova, a professor of the Kiev School of Economics, said in a comment on focus. According to her, in the future the problem will become even more noticeable.

"We have a lack of construction specialists before the war, and during the reconstruction period, when the need for such labor will increase, the deficit will be felt even more acute," she said. The opinion of the professor is shared by Vasyl Voskoboynik, President of the All -Ukrainian Association of International Employment Companies. In a conversation with focus, he stressed that after the victory, Ukraine should resolve the issue of mass involvement of labor.

"Most likely, we will find ourselves in a situation where we have money for rebuilding through international assistance, but the question will be - who will work?" - explains the expert. Today, Ukrainian men mostly cannot leave the country because of martial law, but after the war, such restrictions will be no longer relevant.

Economist and financial analyst Alexei Kush believes that if the fighting would end within half a year after the invasion of the Russians, then more than half of the refugees would most likely return home. But because the war is delayed, it is quite possible in which Ukrainian men will join wives in other countries than vice versa. The main reason why Ukrainians will try to look for work abroad will remain the same as until 2022 - a significant difference in salary.

"Dalecobian driver in Ukraine receives 15-25 thousand UAH per month, and in Germany-2-2. 5 thousand euros a month. The builder at home can earn $ 500 (earlier up to $ 1 thousand), and in Germany he will be paid 2 , 5-3 thousand euros. And, unfortunately, after the war, it will push people out of Ukraine, "-said Vasily Voskoboynik. That is why Ukraine should already think about who will work on construction, when the destroyed infrastructure is restored after the fighting is completed.

One of the most obvious options is migrants from Central Asia. As early as 2021, Focus told in detail that Ukraine would require foreign labor due to the demographic crisis by 2050. The full -scale war only added additional factors to the general picture. At that moment, we were also traveling from Tajikistan or Uzbekistan, and the Ukrainians welcomed the workers quite hospitably. Some collisions were more exception than a rule.

But it should be understood that there was no mass influx of foreigners. However, when we talk about the restoration of Ukraine, the number of migrant workers can be really significant, explains the wax. It recalculates important issues that should be raised in the Ukrainian expert circle in order to prepare the basis for the following processes: "This topic should now discuss authorities, deputies, government, business, etc. ," the Voskoboynik is convinced.

Only then will we be ready for a rapid restoration of the country in the face of a shortage of Ukrainian labor, the expert says. Until Ukraine has started a discussion in society to promote workers, the West countries have already been seriously working on this issue. According to the waxboy, the same Germany is set to encourage the inhabitants of Central Asia to employment.

For example, last summer, it became known that the German recruiting company HS-Personal opens in Uzbekistan the Center for the Learning of German for Migrants. As reported by the media with reference to government agencies, the company promised local residents to work in various fields after receiving a certificate for knowledge of the language of level B1.

In particular, recruiters were looking for a truck and bus drivers, medical staff for elderly homes, staff in restaurants, hotels and entertainment parks. Such proposals will only become more. Therefore, the migrants who will look for work will later be faced with a question - whether to go to Ukraine, where wages are more significantly smaller, or to learn a foreign language and to be employed in Western Europe.
