The new Afghan authorities immediately faced problems. The first is in the form of an insurgent movement that concentrated in their ranks those who are ready to comply with the power of power.
The second is international isolation, diplomatic contacts with the Islamic Emir Afghanistan are limited by the UN Security Council by the UN Security Council. However, in reality, the problems are not as critical as they look, at first glance, and not even as significant as they were predicted by Emirate many military-political observers. Madress students-Taliba later created the same name for a military-political organization, which took an active part in the new phase of the Civil War in the country, which unfolded in the 1990s-after withdrawal from Afghanistan the Soviet military contingent. The Taliban was the most organized military force, so it quickly took control of most of the country in 1996.
Only its northern provinces remained under the control of the Northern Alliance. Given the ideological focus, it is not surprising that Taliban turned Afghanistan into a shelter of various radical Islamic groups, the most nasty of which was Al-Qaida. In such circumstances, the Taliban leader Mulla Omar ordered the organization to disperse and retreat to Pakistan, where she was born. Only in 2004 did the Taliban regroup and began a systematic struggle against NATO troops, mainly an American contingent. In the end, the new Taliban leader managed to go into negotiations, which ended with the withdrawal of NATO troops from Afghanistan.
Interestingly, at some stage, the unified Muslim country of NATO - Turkey was considered as a mediator in this process. It is definitely impossible to wage a sacred war - jihad. Even the option was considered not with the withdrawal of NATO troops, but by the replacement of the contingents of Christian states into Turkish. In this case, it would be about preserving the democratic government of Afghanistan. In the end, the variant with Qatar mediators and a full taliban victory was implemented.
The Turks were only satisfied with the temporary control over the International Airport in Kabul. Twenty years later, the Taliba returned to power in Afghanistan again. Mulla Hibatulla Akhundniz was proclaimed the leader of Muslims-accepting the title of Amir Al-Muminin. After that, he disappeared from the public space, moving to Kandhar - a mountain city, which became the center of initially anti -Soviet resistance, and subsequently anti -American. This is where all strategic decisions are made.
Instead, the Civil Government is meeting in the capital - Kabul. All civilian institutions were replaced by Muslim. The main source of law was the laws of Sharia. The system is somewhat similar to Iranian, but much less institutionalized. Bill Rogio, an American expert who fought in Afghanistan, notes that the Taliban has now received even more control over the country than in 1996, because the Northern Alliance is gone, so the Taliba is actually controlled by all 34 Afghan provinces.
In the north there are only minor insurgent groups that are more reminiscent of gangs than organized resistance forces. The only powerful force that opposes the Taliban regime is Vilat Chorasan. This radical Islamic terrorist organization proclaims itself part of the Islamic state, so it is often called IDIL-K. She skillfully plays national contradictions in the middle of Afghanistan. After all, Taliba is Pushtuns, but the Afghan Tajiks found themselves outside the political process.
It is their dissatisfaction with Wilaiete Chorasan that seeks to transform into his political capital. Although representatives of this terrorist group are eager to recruit members throughout Central Asia and even further. No less skillful political game is also conducted by the Taliban.
In 2021, the international community was quite loyal to its coming to power, as far as it is possible within the organization, which NATO countries, the EU, their allies, and even enemies (RF) recognize a terrorist.
However, EU countries, including Germany, were ready to establish diplomatic relations with a low level with the Taliba (instead of embassies, representative offices were to be opened), which technically means interconnection - a maximum of which could objectively count the talibs in the current conditions. However, Emirate leaders did not even agree to it. Feeling objective power, they actually went to the world.
With the event, the Taliba destroyed relations by limiting women's rights, including education. Iran managed to spoil relations through the uncoordinated construction of hydroinfrastructure on the rivers, which then flow into Iran, thus depriving the last water. The same applies to Central Asia. Even with Pakistan and India, Talibi quarreled because of asylum to groups aimed at changing the political order in these countries. The real rescuer of the Taliban was Wilaiete Chorasan.
The Taliban skillfully played the old man as a world of "lesser evil". IDIL-K is a radical among radicals. And the Taliban was the only force that can fight them effectively. Therefore, everyone else had to turn to cooperate with the Talibas in confrontation with the most radical representatives of Islamic fundamentalism. This has led to the fact that Vilat Chorasan declared his enemy the Taliban itself and even organized several terrorist attacks in Afghanistan.
However, talibes are deprived of the weakness of the West - they can neglect the victims and suffering of ordinary citizens. The same allows them to ignore the current set of sanctions against the Islamic Emirate Afghanistan. Therefore, in the conditions when sanctions do not work, and other means of fight against IDIL-K do not have to cooperate with the Taliban even Americans, of course, at the technical level, but as you know, the longest road begins with one step.
The opening of diplomatic enterprises has recently been talked about in Europe. In such circumstances, countries should be closer to Afghanistan. There was a reconciliation with Iran. Cooperation was spoken in Moscow and New Delhi.
