In order to avoid provocations, he recommended the captains of ships who head to or from Ukrainian seaports, swim as close as possible to the coast of the Northwestern Black Sea through the territorial waters of Turkey, Romania and Bulgaria. Earlier, the incident was reacted in the Presidential Office of Ukraine. The adviser to the head of the office, Mikhail Podolyak, called this case an act of piracy and a crime against the civilian vessels of the third country in the waters of other countries.

"This precedent with an attempt to introduce" Kapper law "requires a clear legal fixation, the establishment of all persons and the recognition of the fact of committing a crime by the international community. Ukraine will draw all the necessary conclusions and choose the optimal answer," Podolyak wrote.
