In order to avoid provocations, he recommended the captains of ships who head to or from Ukrainian seaports, swim as close as possible to the coast of the Northwestern Black Sea through the territorial waters of Turkey, Romania and Bulgaria. The adviser to the head of the office, Mikhail Podolyak, called this case an act of piracy and a crime against the civilian vessels of the third country in the waters of other countries.
