In her speech, Zurabishvili noted that Russia continues to actively wage a hybrid war against Georgia, despite failure in Ukraine, using all available tools. "Russia was unable to break Ukraine, moreover, it could not undermine the unity and solidarity of Europe and even strengthened it. Despite the failure or through it, Russia began a new hybrid war (war without war) against Georgia, for which it uses all forms and weapons ", - said Zurabishvili.
Zurabishvili paid special attention to Russia's plans to transform the Okamchyr port into a military base. It is a port located on the territory of the Abkhazian Autonomous Republic (Georgia), occupied by the Russian Federation by troops. She stressed that such a step of Russia is aimed at moving the confrontation to the Black Sea and poses a serious threat to the strategic security of the region.
"The Russian plan for the transformation of the Obramchir port into a military base aims to transfer the confrontation to the Black Sea, to our territorial waters, thereby creating a threat to the strategic perspective of the Black Sea," she continued. Zurabishvili also noted Russia's efforts to annex the captured territories.
She mentioned the announcement of mobilization in the occupied territories, as well as the seizure of various objects, such as the Okamchyr Port, the state residence in Bichvint (Pitsunda) and Sukhumsky Babusher Airport. According to Zurabishvili, violations of human rights, intimidation and persecution of locals continue in the occupied territories.
