According to the current legislation, in addition to Estonia and the EU citizens, foreigners can participate in the local elections, but now not all. The changes were supported by 93 deputies, and seven voted against. At least 68 votes are required to adopt a law on amendments to the Constitution, so the proposal has been voted.
The initial version of the Object stipulated that the elections to local councils could participate in Estonia, stateless people and citizens of the European Union and NATO. The document will now have an amendment that cancels the suffrage in the local elections for third countries living in Estonia. And on the next after the upcoming elections, this right will be lost by stateless people. In particular, the amendment excludes from the law of the law the voting right of citizens of NATO countries.
The current legislation also testifies in local elections to foreigners who have a long -term residence permit or the right to reside in Estonia, have reached 16 years on the day of elections and have a permanent residence in a particular city. Elections to local councils will be held in October 2025. They will be able to vote on Estonia, EU countries and stateless people, but from the following elections after these - only Estonia and the EU citizens.
