According to the German edition of Blick and the interview with Hungarian online edition of Partizán, Merkel believes that Poland and the Baltic countries have hindered its proposals for a new format of negotiations with Russia after the 2015 Minsk Agreements, which, in her opinion, provided relative peace in Ukraine until 2021. The former chancellor stated that in the summer of 2021 she tried to negotiate with Putin, as she felt that he no longer perceive Minsk.
However, this initiative failed to implement this initiative because of the blocking by Poland and the Baltic countries, which were afraid of the EU's too condescending policy on Moscow. "Some have not supported it, especially the Baltic countries, as well as Poland," Merkel said. Merkel added that the coronavirus pandemic also worsened the political situation because the personal meetings of European leaders with Putin were limited and videoconferences were not enough to compromise.
At the same time, she emphasized that the responsibility for the war lies in Moscow: "The fact that Putin attacked Ukraine, and this changed our situation in Europe and the world. " Former Poland President Andrzej Duda responded to Merkel's statement. He resolutely rejected the prosecution, emphasizing that Poland was not an accomplice to aggression, but its potential target, and warned of any actions that could politically legitimize Putin.
