The State Department also referred to the fact that Russia has seriously restricted the staff at the US Embassy in Moscow and, therefore, visa treatment opportunities.

On September 6, the Deputy Foreign Minister of the Russian Federation Sergey Ryabkov again appealed to the United States with a call "to accelerate with the issuance of visas", but the confirmation did not come. As a result, Lavrov and his delegation received US visas only on September 13. Politico wrote that the confirmation came literally "in the last minute". Ten more people arrived with Lavrov in the United States. The General Assembly meeting will also be attended by the Deputy Foreign Minister Sergey Vershinin, the head of the International Committee of the Federation Council Hryhoriy Karasin and a permanent representative of Russia at the UN Vasyl Nemenz.
