The initiator of the Law No. 13266, as is known from his card on the parliamentary portal, was President Volodymyr Zelenskyy. On the day of registration was defined as urgent.

The explanatory note states that the purpose is to create an additional effective mechanism to protect the rights of the military. Its activities will supplement the tools that already exist. The new official will control that the governing and command bodies are abused: the military Ombudsman will be appointed by the President for five years, one person will not be able to occupy the position for more than two periods.

In order to apply for a position, it will be necessary to meet a number of conditions: a military serviceman, a member of a political party, a debtor by alimony or a person sentenced to corruption will not be able to be a military. Candidates will undergo a special check and submit a declaration. Soldiers will be able to file complaints, which will have the right to appoint inspections or one of his deputies.

Also, the reason for the verification will be information from the address of people's deputies or media materials, reported. Every year, the Ombudsman will report to the President, and the report will be published on the official website.
