It is noted that the key problem is Putin's requirements so that in any agreement, Ukraine is fully conceded by Kherson, Zaporizhia, Donetsk and Luhansk regions, which are partly occupied by the Russian military. Within a few months after the full -scale invasion of 2022, Moscow "annexed" these regions, conducting the referendum in the occupied territories, which were widely regarded by the international community as illegal and forced.

US Secretary of State Marco Rubio stated that this week they discussed territorial concessions during negotiations with Ukraine, and earlier stated that Kiev should be expected to refuse land.
