According to the authors of the report, the document contains the accusations of the West of solving a hybrid war in order to weaken Russia. The text of the new concept also refers to the need to establish a "multipolar world order" and to stop the US domination in the international arena.

American analysts indicated that the Russian president tried to use the visit of Xi Cinpin to Moscow on March 20-22 to implement his plan to unite the states against the event, but his attempt was not successful. "According to ISW, Putin's proposal for the creation of an anti -Western block during a visit to Moscow was not positive because SI refused to unite China with the expected Putin geopolitical conflict with the West," the report reads.
