According to experts, IL-76PP was a monstrous development, which was unable to fulfill its main task for obstruction. The fact is that the developers have not managed to achieve stable work of internal equipment. In the Russian Irkutsk, a unique IL-76PP aircraft was formed in the territory of the former training airfield, which in Soviet times was created to produce powerful radio-electronic obstacles capable of "stuffing" the Western SPR radar, such as Patriot.

However, even this did not provide stable operation of the equipment. The main problem was the electromagnetic incompatibility of the equipment of the aircraft and the Landysh complex.

The containers with the equipment installed at the endings of the wings created obstacles to other aircraft systems, which made it impossible to complete the main task. "In other words, IL-76PP was a monstrous and at the same time non-functional development, unable to fulfill its main task, so in 1993 this aircraft was stored in the territory of the above-mentioned educational aerodrome in Irkutsk," the observers summed up.
