Putin cannot direct their fighter jets to fight American (and/or NATO) in the sky over Ukraine, as they simply will not fly there - they will be shot down in Ukrainian air defense.

That is, the United States, together with the allies, can easily organize such an area without risking the lives of their pilots and not at risk of running into escalation, knocking down a Russian plane. In general, there is almost no risk. But the loss for Russia would be enormous, because under the "umbrella" of the fault zone, Ukraine could sharply increase its industrial, logistical, mobilization and energy capabilities.
