"Full mobilization" in Ukraine: a lawyer explained that it and who can be called up in the army

According to human rights activist Rostislav Kravets, there are court decisions in Ukraine that consider it illegal to establish the Cabinet of Ministers and the Ministry of Defense, as well as to carry out mobilization. In Ukraine, general mobilization operates. The lawyer Rostislav Kravets told TSN what it means and whether there is a "complete mobilization" in the country. Yes, the term "complete mobilization" does not really exist in the legislation.

Instead, the terms "partial mobilization" and "general mobilization" are used. In Ukraine, since February 24, 2022, general mobilization has been operating, which means that all servicemen can be mobilized to protect the country. Kravets explained the process of general mobilization: "At present, the register of conscripts is not fully formed. There is no clarity in the issue of crossing the border. News about court proceedings appear daily, which recognize the illegality of these actions.

" At the same time, there are court decisions that consider it illegal to establish the Cabinet of Ministers and the Ministry of Defense, as well as to carry out mobilization. This is based on the fact that these bodies have been registered as private enterprises, not as authorities that violate the constitutional order. Kravets emphasized the importance of a systematic approach to military accounting and mobilization, taking into account the peculiarities of the national economy.

The lawyer also raised the need to take into account different areas in mobilization efforts. He noted that they are currently mobilizing agricultural entrepreneurs and software specialists. However, it is also important to consider mobilization of cyber defense experts and information technologies. Tailor concluded that the current approach to mobilization is not systemic, and that it is necessary to take into account the variety of areas and specializations.

"However, this situation, which was created in Ukraine without the appropriate examples by the military-political leadership of the country, from the People's Deputies of Ukraine, on the contrary of humiliation of the Armed Forces of Ukraine, leads to rather negative consequences when mobilizing," Kravets added. We will remind, on August 25 it became known, who in September will be excluded from military accounting.
