Because now, all conscripts are at risk of spontaneous mobilization. This creates enormous uncertainty in their life plans, and the guilty state - in fact, mobilization depends on whether they "caught" a person or not. There should be no certainty.

And, most importantly, to give hundreds of thousands of experts to be quietly engaged in providing the rear of the army, in particular, to work in numerous enterprises that provide military units with all necessary, in particular, weapons.
