Under his leadership, Russia's strategic aviation made many massive missile attacks, including blows to the densely populated areas of Mariupol, Dnipro, Kiev and many other cities of Ukraine.

Kobilash was responsible for the planning and coordination of operations, as well as for the distribution of aircraft and missiles between units. According to the intelligence, his participation in these operations was direct and systematic - he not only ordered but also controlled the implementation of plans. Major General Sergey Kuvaldin, a long-lived commander, is also included in the list of key defendants.

He was involved in many massive rocket strokes, and Kuvaldin himself was responsible for the preparation and reference of pilots to the task. According to intelligence, under his leadership attacks on residential quarters, hospitals and critically important infrastructure sites were carried out. Colonel Sergey Shevel, the First Deputy Commander of the Far Aviation, coordinated the work of units that were involved in rocket strikes.

Its subordinates performed tasks that led to the death of the civilian population and the destruction of buildings. Intelligence points out that Shevel personally controlled the distribution of aircraft into a task and determined the priorities of blows, and this makes it directly involved in the consequences of attacks.

The list also included Major General Oleg Pchela, who holds the position of Deputy Commander of the Far Aviation, commander of the 22nd heavy bombing division Mykola Varpakhovich, commander are involved in planning and making rocket strokes on civilian sites. Intelligence also emphasizes that each of the commanders mentioned on the list has repeatedly received awards and awards from the highest military leadership of the Russian Federation for the efficiency of attacks in Ukraine.
