The Russian authorities deny that the submarine has floated to the surface due to technical problems. The Black Sea Fleet of the Russian Federation denied reports that the diesel submarine "Novorossiysk" had serious malfunctions. The Russians are convinced that the submarine has risen near the French shores to observe the rules of navigation in La-Channel. However, according to journalists, the Netherlands authorities stated the day before that the submarine was towed in the North Sea.
In his speech, Mark Rutte called the ship "broken" and stated that the Russian Naval Fleet was almost left in the Mediterranean. "There is a lonely and broken Russian submarine, it is scattered home from patrol," NATO Secretary General.
