The leadership of the Russian Federation and propagandists are actively urging to go to the war, while the Kremlin is not yet dared to declare general mobilization. The counter -offensive actions of the Armed Forces of Ukraine in the Kharkiv region prompted representatives of the leadership of the Russian Federation and propagandists to actively campaign of Russians for voluntary participation in a full -scale war. This is stated in the report of the Institute of War Study (ISW) for September 15.

Analysts noted that the President of the Chechen Republic of the Russian Federation Ramzan Kadyrov urged all the subjects of the Federation to start self -mobilization, without waiting for the Kremlin to declare martial law. The Chechen leader expressed the opinion that at least 1 thousand military should be recruited from each entity. This initiative was publicly supported by several Russian governors.

For her part, the propagandist Margarita Simonian supported the need to voluntarily participate in the war. At the same time, the occupation chairman of the Crimea Sergey Aksyonov announced the creation of two volunteer battalions. Analysts have suggested that this form of recruitment will provide great support for the Kremlin among nationalist figures who criticize the Ministry of Defense of the Russian Federation.
