From the moment of coming to power, Putin creates a regime that aims to wage a war against democracy and translate the order in the world and Europe, established after the collapse of the former USSR. The Parliamentary Assembly of the Council of Europe recognized Vladimir Putin, the President of the Russian Federation, illegitimate, and recorded the Russian Orthodox Church in its resolution as an instrument of Russian propaganda and influence.

The Assembly reaffirmed that in the regime of the Kremlin head, Russia has turned into an actual dictatorship, and called on that the Assembly emphasized that according to international humanitarian law, Russian refineries should be considered legitimate goals of military attacks. A call to the USA of the Council at the Council of Europe is also recorded to ensure that the Senate's Law on Foreign Aid, which includes military assistance to Ukraine.
