This is stated in the report of the American Institute of War Study (ISW) of 12 June 2024. Analysts say that reports of this fact have recently been noticed.

In particular, on June 11, Russia and Sri Lanka agreed that the Russian Federation would stop recruiting Sri Lanka citizens to the Russian army. In particular, in an interview with AFP, the Ministry of Defense Sri Lanka's representative said that 22 citizens of his country, who joined the Russian army, fled and returned to Sri Lanka.
