The Ukrainian authorities are increasingly evaluating the prospects for the return of the territories occupied by Russia, but to continue resistance will have to "contribute to the future", the authors indicate. The fight against corruption in Ukraine is no less important part of the agreement. Transparency and management problems continue to undermine allies' support. The Kremlin is unlikely to go for serious negotiations until the cost of war prevails.
