Together with a group of persons from the pseudo -public organization, they issued fake documents for $ 6800 each. These "certificates" had to protect the owners from mobilization. According to journalist Yevgeny Plinsky, the Top Divide of the State Customs Service of Volodymyr Mashastuk was detained in Kyiv. "The certificate of this NGO was sold to the evanners and migrants. They demonstrated them at checkpoints, shopping center or police officers - and the questions were immediately" dropped out. In particular, in the Chernivtsi region, cigarette smuggling was exposed by more than 130,000 packs.

The smuggling of tobacco products issued for mineral wool was discovered by Romanian border guards. Cigarettes tried to take out from Ukraine through the checkpoint "Porubne". The investigation finds out whether local customs officers were involved. Also, several employees of the Odessa customs were exposed in bribery.
