Mobilization in Ukraine: for which innovations to wait and who will be taken to the Armed Forces by the end of the year

In October 2023, a single electronic register of conscripts "Oberig" was launched in Ukraine. All conscripts will automatically come to the database, and with the help of such a register it has become easier to track the activities and stay of the military. The action of martial law, as well as general mobilization, continues in Ukraine until November 15. At the same time, discussions are being discussed over the next 90-day stage.

So how mass will be the future wave of mobilization and what plan? The focus has collected everything that is known at this time. With the start of a full -scale war, the total mobilization has not stopped. In the fall of 2023, men aged 18 to 60, who are conscripts, meet the requirements for health and have no other grounds for delaying the service. In October 2023, a single electronic register of conscripts "Oberig" was launched in Ukraine.

According to the Minister of Digital Transformation Mikhail Fedorov, he is constantly filled with information and is ready for 90%. "This is a closed system that has its own secured circuit. All the requirements for it are agreed," Fedorov said. The minister called the register with a sufficiently protected product, "without a hint of vulnerability", so the leakage of sensitive information is impossible.

And according to the Minister of Defense Rustem Umerov, the only register of conscripts is protected from any corruption risks. This is also stated in the Law No. 10062. And what will change for the military with the introduction of the Register? On the one hand, you will no longer need to personally update your own data in the CCC. All information about the conscripts will automatically come to the base.

The military will also be able to obtain an electronic military ticket and an electronic accounting journal. "Practically all the information that is in" Action "is in this register as well. Information on health, vaccination and so on. That is, in fact, it is created such a single electronic register, which contained all the information about Ukrainian citizens," - said Lawyer Rostislav Kravets. On the other hand, it has become easier to track the activities and stay of conscripts.

Now the Ministry of Defense, the TCC of the JV and others will receive information from the migration service regarding any registration of the person. However, will the register really simplify the sending of stories? According to the lawyer, in order to send electronic reports, it is necessary to secure an official e -mail address and phone number for each citizen.

The office of the Verkhovna Rada of Human Rights has completed the inspection of the Military Medical Commissions (VLK) in all regions of Ukraine, Ombudsman Dmitry Lubinets said. The monitoring of 445 VLKs of the Tax Code, 388 hospital, garrison VLK, commissions in civilian medical establishments," added the Human Rights Commissioner. Lubinets spoke about the violation and, in particular, the insufficient organizational level of the HCP.

Moz believes that the digitalization of the work of the VLK will become one of the steps of combating corruption. Doctors are obliged to enter the data on the passage of VLK to the electronic system. If the results are normal, then a person cannot have any diagnosis," said the head of the VLK Taras Kaetska. And with regard to controversial diagnoses, if there are doubts and opinions of the medical commission coincided, doctors have the opportunity to invite the expert conclusion of colleagues. Therefore, the agencies now have to work out the main five directions of improving the work of the VLK. And above all, digitalize the process. "There must be a single digital system with all the documents that will be accessible to doctors and military conscripts. It is a fundamental system that will not work immediately," said the chairman of the Parliamentary Health Committee Mikhail Radutsky. According to him, the reform of the VLK must be completed by the Maximum by the end of 2023.

In addition to digitalization, in particular the introduction of an electronic medical information system (MIS), electronic queues and workflows, they will review the number of commissions and service in the military institutions of the VLC. Until November 15, and with the continuation of martial law in Ukraine, conscripts may receive conscientious men aged 18 to 60 who have no restrictions on health.

The summons can be obtained: It should be noted that during the autumn mobilization of 2023 the limit age remained unchanged and does not apply to men who have reached the age of 60. "Ukraine continues to move to increased mobilization, which will lead to the fact that most of the Ukrainian people will pass through hostilities," said Taras Chmut, director of the Foundation. Army need people with combat experience: storms, artillerymen, as well as IT experts and communications.

Also, in early September, Parliament registered a bill, which provides for the abolition of the right to defer from military service for persons who have received higher education after 30 years. At the same time, there are no legal grounds for making such a decision in wartime, since it is contrary to the norms of the Constitution, regarding the right to education.
