Distrust between special services: why FSB and Putin missed a terrorist attack in "Crocus" - NYT

The special services of the Russian Federation were known about the possibility of a terrorist attack in a public city thanks to CIA information, FSB and public statements of the US Embassy. However, the warnings were ignored because of total distrust. The Russian authorities failed to distract the terrorist attack on the City Hall Crocus Concert Hall, as it rejected the warning of the Western special services. In addition, the possibility of attack could be found in the FSB.

However, the threat "waved" because Russian President Vladimir Putin is more interested in Ukrainians than IDIL terrorists. Experts named two reasons for the events in Crocus. First, there is no confidence within the FSB structure-they do not listen to their colleagues and do not believe the Western special services. Secondly, the security forces, at the request of Putin, "chased" on imaginary "Ukrainian saboteurs" and opposition, and therefore lost vigilance and attention. As a result, it was found that neither special services nor law enforcement officers are able to protect Russian citizens from real threats.

It is important that the Kremlin head has been in power for almost 25 years and promises the population stability and security.

The International Terrorist Organization of IDIL has published a statement that it had staged a shooting in Crocus. The US intelligence services are also said, because they have warned this threat.
