They swear their success: The ISW explained Peskov's words about panic in the Armed Forces

According to analysts, the Kremlin Prescribe Dmitry Peskov unreasonably stated that panic among Ukrainian forces on the forefront was growing. So he tries to psychologically influence the population of Ukraine. On April 28, the "information resistance" was warned that the Russian occupation authorities activate information operations to undermine confidence in the Ukrainian authorities and military in the occupied parts of Ukraine.

Information operations of the Russian Federation are aimed at discrediting the Ukrainian military and political leadership, inciting panic among Ukrainians and discrediting the Armed Forces. Peskov's statement is probably also aimed at artificially exaggerating the success of recent tactical offenses of Russian troops in certain areas of the front.
