People's Deputy Roman Kostenko stated that at the beginning of the war the state had already released prisoners who participated in hostilities. If a person has already been convicted, they can be mobilized through amnesty. The new mobilization law provides for several mechanisms that will help mobilize the prisoners in the defense forces. Roman Kostenko, the secretary of the Verkhovna Rada Committee on National Security, Defense and Intelligence, told this in an interview with Radio NV.

Kostenko stated that at the beginning of the war the state had already released the prisoners who participated in the fighting. However, as the People's Deputy noted, many convicts will not work into the army.
