According to Alexei Zhpapa, any ship with the Andreevsky Flag of the Navy of the Russian Federation is a legitimate target for Ukraine in any part of the world. Russia builds a new base for the Black Sea Fleet in the occupied part of Georgia in Abkhazia. For Ukraine, the new parking lot is a legitimate goal. This was reported by the commander of the Navy Admiral Alexei Shepap in an interview with "Ukrainian Truth".

According to it, the Russian Federation really builds a naval base in Abkhazia, but there will be a point of base for dispersion of ships. It is impossible to keep the entire fleet on one base, especially when considering the conditions in Novorossiysk. "For us, a legitimate goal is any ship that carries the Andreevsky Flag of the Naval Fleet of Russia. Wherever it is anywhere in the oceans," Zhapa said. In addition, he explained why it is important for the Russian Federation to have a new base.
