Without salaries, vacations and hospitals. How the convicts will serve in the Armed Forces and how fair it is

The third year of the Great War forces unpopular decisions. The authorities recognize - for victory it is necessary to collect all the forces. At the beginning of March 2024, about 45,000 people were served in prisons and pre -trial detention center, and most of them will continue to become military. The focus understood what would lead to such an ambiguous step and whether the efficiency of the Armed Forces would increase.

The Verkhovna Rada decided to replenish the ranks of the Armed Forces of Ukraine inmate. The draft law # 11079 adopted in the first reading provides a number of privileges for prisoners who decided to become military, said the head of the party "Servant of the People", People's Deputy Olena Shuliak. The Ministry of Justice of Ukraine notes that in the case of approval of the document, thousands of prisoners will join the Armed Forces.

They will be attached not only to hostilities, but also to other important work for the army. As of March 1, 2024, 44 621 persons were kept in the institutions of execution of punishments and investigators of the State Criminal Enforcement Service of Ukraine. Currently, those who serve their sentence can not be mobilized voluntarily or the summons. The draft on the mobilization of prisoners was developed together with the General Staff, the Ministry of Defense and the Ministry of Justice.

It is noteworthy that the former commander -in -chief Valery Zaluzhny opposed the replenishment of the Armed Forces of prisoners and convicted. "He says: the army is that for bad people? It is not. But he also said: I need people, Russians have already called 400 thousand and in June they prepare a few hundred thousand, up to 400 thousand. Who do I fight? Or you go Fight, if you do not provide, " - quoted the expert interlocutor of the NV.

Obviously, the position of the new commander -in -chief Alexander Sirsky on the mobilization of those who are in prison have changed. According to the previous version of the document, the convicted person is not easy to get to the front: personal consent is not enough, much depends on the decision of the commanders of the parts. It is also necessary to undergo medical examinations of physical and mental state.

If all these stages have been passed, the court will consider the possibility of early dismissal to sign a contract with the Armed Forces. Particularly noteworthy is the item about prisoners in special units. What is meant, the power does not specify. The Chairman of the Verkhovna Rada Committee on Law Enforcement Activities Serhiy Ionushas says that the amendments to the bill, including explanations for special buildings, are submitted by April 23, 2024.

"There will be no detailed comments until the amendments are over. Let's look at the positions of other factions and groups. I can say that the idea (for prisoners served in the Armed Forces - ed. ) Not only ordinary but also sergeant and officer positions are promised prisoners, depending on the level of military training. The state is forced to make unpopular decisions, focusing all the forces to win the aggressor, Shuliak explained.

The motivational mechanisms are quite weak: the convicted person is not given salaries and annual leave, but they are guaranteed treatment in the event of injuries. Focus, human rights activists see a number of discriminatory measures in the deputy initiative. Oleg Tsviliy, the head of the organization "Protection of Prisoners of Ukraine" considers the practice of creating special buildings by the USSR.

"How to understand it? We are a democratic, not a Soviet state, but we want to arrange in the army? Fighting efficiency at the expense of "meat storms" was demonstrated by the Russian PVC "Wagner". The prisoners could not retreat. For Ukraine, such rigid methods of war are not acceptable. The idea of atonement of crimes committed with blood on the front is immoral, emphasizes mold. "It is necessary to differ from the Russians.

The defense of the Motherland should take place in another qualification. No words, even financial payments and writing off of prison terms, have been provided on the motivation in Bill # 11079," - emphasizes the human rights activist. The conditions of the full -scale war dictate their realities. The option of replenishment of living power in the Armed Forces among those who serve the sentence-a working, but under clear conditions, says the director of Kharkiv human rights group Yevgen Zakharov.

First of all, an important factor in the prisoner's desire, not coercion. The murderers, rapists and the prone to injuries should not be allowed to service. The third point is a detailed interview with the military unit. And not only with the commander, but also other brothers, he notes in a conversation with focus. "Ordinary people often sit in prisons and they are no different from those who are at large. Certainly, fierce criminals cannot be issued," Zakharov says.

During the formation of battalions among those who are in prison, the probability of the grandfather and the return of prison orders. The problem of the Didov region in the army has been stretched since the Second World War, explains the focus of the reserve colonel, an expector of the General Staff of the Armed Forces, military expert Vladislav Seleznev. "The creation of a separate special building will not help.

In the battlefield integration of some parts into another and violations of communications undermines all combat coordination," - said the expert. A clear conflict will come out if the prisoners are involved in the National Guard. Those who perform the functions of escort will be offered together with criminals with weapons in their hands to perform combat missions. "The implementation of these projects is questionable. Of course, people with different past people in the benches.

Some probably have organizational skills. But their precedent is still dangerous for officers," the analyst summarizes. The focus earlier figured out how Ukrainian prisoners get to the Armed Forces. In March 2022, President of Ukraine Volodymyr Zelensky signed a law amendments to the Criminal Code on the abolition of a preventive measure for military service. The document defines the list of convicts who may serve during general mobilization.
