According to the investigation, on November 1, 2025, Russian troops attacked the Dnipropetrovsk region with two ballistic missiles, probably of the Iskander type, and three Geran attack drones. At that moment, the awarding of personnel was taking place on the territory where the Ukrainian military was based. As a result of the enemy strike, both servicemen and civilians were killed and wounded.
The DBR notes that the commander's decision to hold a mass meeting in conditions of high danger contradicted the current requirements and orders of the military leadership. The man was informed of suspicion under Part 4 of Art. 425 of the Criminal Code of Ukraine — negligent attitude to military service committed under martial law. In particular, the issue of choosing a preventive measure — detention in custody — is being resolved.
The SBI also emphasized that the suspicion concerns only the decision that led to tragic consequences. "No merit or previous combat experience of a commander can justify ignoring safety requirements. In wartime, mass gatherings, ceremonies or awards in areas of possible missile danger are unacceptable. Commanders bear personal responsibility for the lives and safety of subordinates," the investigators said.
Earlier, the "East" military group reported that on November 1, 2025, the Russians launched a missile-drone attack on the communities of the Dnipropetrovsk region. As a result, the communities of Nikopol, Pishchanska, Pokrovska, Marganetska and Chervonogrigorivska were affected. It is known about the dead and wounded, including military personnel.
Law enforcement authorities have begun checking whether the orders regarding timely notification of danger and prohibition of gatherings in open areas were followed.
