Each President of Ukraine has publicly aimed at overcoming, at least a decrease in corruption. And everyone was accused of flashy corruption, at least his immediate surroundings. We are probably the largest number of anti -corruption bodies in the world, considering relevant NGOs. They spend crazy money. But the effectiveness of this "struggle" is so pathetic that the ministers, deputies and the press are ready to solve the problem with the help of duels and pairs such as O. Reznikov, A. Radin and M.

Tkach. In fact, it's not funny. Because it is the final sentence of our model of socio-political relations. It is obvious that with such a burden, Ukraine does not have a civilized future. During the war, corruption did not disappear, did not even decrease. On the contrary, she has mastered new areas and became extremely arrogant, frankly loops, most military enlistment offices are a sad example.

So why does Ukrainian society curse corruption hydra, and it grows and blooms like mallow under the mud near her native hut? We have a misconception about the nature of corruption, which can be called personalized. That is, dishonest people seep into power, find the same there, begin illegal equipment for their own enrichment and involve them all in power, including the highest officials.

But if someone was really honest, who would not take and did not give the environment, then Ukrainian corruption would immediately fall to the level of democratic countries. Where it, of course, exists, but is not total. This is a naive view and only part of the diagnosis. Because it does not take into account the corruption, which I call institutional. Yes, the greedy bastard, ready for everything for money, lives everywhere.

But the appearance on the Ukrainian Olympus even a real righteous, to which state - everything, and to yourself - nothing but what belongs to the post, will not solve the problem. Because the power of such a "man" in Ukraine will fall a maximum of a year. Imagine an unprecedented situation: a new, still unplanned president leads to a bunch of such new deputies. And his trusted person comes to him, frightened, and reports: "People's deputies want money. At least five pieces of bucks a month.

Because from other factions and from oligarchs they are offered for ten. . In general, the most unstable ones are rehearsed by those who have never been offered or offered bribes, and they simply do not imagine how they will behave in this case. And the global practice confirms that if the official "put on the table" the sum of two or three official annual wages, more than 90%breaks. According to our OP, BP, km, as well as different institutions, at the level of regional administrations, etc.

The amounts higher than this annual earnings are circulating tens or even hundreds of times! Where are the saints to dial to stay? Therefore, the first person is made by the decision that the faction, and, well, for the maintenance of our botthars, and, yes, still on the spicitters, we will take from that oligarch, and while we close our eyes to his questionable pranks.

Then it is suddenly revealed that new, non -stranded ministers, so that they do not dust the budgets of ministries, should also be paid for salaries. You feel a pike: you have to pay from the shadow funds for honest work. If they see from the bottom that they start to take, then they do not restrain themselves. And it went to all everywhere. Usually, a maximum of three months takes such self -determination in the new most honest power.

Of course, I simplify, but in Ukraine there are how many areas of activity of the authorities, what funds are not provided in the budget. And if they put them there, the budget will immediately flake, and society will curse the power for waste. This is the maintenance of the deputies of all levels, the media (Telearaphone, you say?), Political projects of different direction, which are necessarily supported by the authorities.

And they still need huge money to fight political opponents, some charity, a PR of the authorities in the center and on the ground . . . Here is a single help from the oligarch can not do. Therefore, large-scale businesses with a deliberate shadow corruption component are created, the regional administration and various agencies descend "plans for passing horns and hooves" (as M. Tishchenko calls it-"Constant"?), And no noticeable business can work without rollbacks.

That is, such total corruption becomes an integral part of the activity of any power in Ukraine, power without it is simply incapable of functioning and fulfilling, in particular, purely state tasks. That is why I call this corruption institutional. And it is self -renovated. Because large amounts of corruption equipment are deposited in corrupt pockets as a risk fee.

These funds are usually not only enough for the corrupt officer and all his relatives to live in Roscos, but also to redeem from persecution when changing power and staying in the system. "New faces" come, and "richa" remain in business. This system reached the greatest scope and branching at V. Yanukovych: there even a small official in the region was paid in an envelope in exchange for a constant readiness to accomplish any political or corruption task from above.

And the central government stole almost openly and powerfully, creating a shadow economy that prevails legal. Democratic presidents have a tendency of pink self -justification. In the time of P. Poroshenko, the deputy of his BPP bloc said that yes, corruption in them, but they go to the fight against Putin and other enemies of Ukraine. So we had "patriotic corruption".

Now the authorities have modified it in "Corruption for Victory": Yes, we drink both Ukrainian budgets and partnerships, but for these funds we buy drones, weapons, cars - everything is needed for the APU . . . a millennial wisdom that dirty instruments will be stamped and They destroy any noble purpose, they are unknown. And what, the thieves who sincerely believe that they save Ukraine will stop stealing and not allow others? Rather on the contrary.

I anticipate that after the dreamy victory, we will have "corruption for the post -war reconstruction" of Ukraine - somehow we need to serve Western investors, nanny all sorts . . . Then it is for the EU and NATO to join Ukraine? And then, ideally, "Corruption to overcome corruption" . . . And all this, among other things, in close cooperation with our foreign "curators", which are not white and fluffy at all, but have long learned to use the Ukrainian "specificity".

That is why I repeat constantly: without a radical change in the socio-political model in Ukraine we do not get out of this shin. And the new model should include effective fuses against institutional corruption.

The elements of this should be the change of electoral legislation, the mechanisms of constant control of society by the authorities with the possibility of withdrawal of any powerful in the period between elections, the prohibition of self -pring power through their own media, the tight control of the costs The concept of social reputation and more. And so, an honest incorruptible person at the head of the country is needed, here I agree with public expectations.
