Kuban, Belgorod, Bryansk and others: Zelensky signed a decree on the protection of Ukrainians in the Russian Federation

According to the Head of State, Russia has systematically committed and continues to take actions aimed at the destruction and depression of Ukrainians. Therefore, the Cabinet has a plan of action to preserve the national identity of Ukrainians in the Russian Federation. President of Ukraine Volodymyr Zelensky signed a decree on the protection of national identity of Ukrainians in Russia, including in the territories where they historically reside.

The document was published on the website of the Head of State. The decree states that Russia has systematically committed and continued to take action aimed at destroying national identity and suppression of Ukrainians over the centuries. It violates their rights and freedoms, in particular on the historical inhabited lands. It is about the Storodubshchyna, the North and Eastern Slobozhanshchyna, as well as within the Krasnodar Territory, Belgorod, Bryansk, Voronezh, Kursk, Rostov regions.

Therefore, Zelensky decided that the Cabinet of Ministers of Ukraine develops Ukraine's plan of action to preserve the national identity of Ukrainians in the Russian Federation. It should include the process of collecting and studying the facts and evidence of crimes against Ukrainians, the policy of forced Russification, political repression and deportation. The plan should also include proposals for the restoration and preservation of historical memory.

In addition, as stated in the decree, the Government of Ukraine should intensify work on counteracting misinformation and propaganda of the Russian Federation on the history of Ukrainians in Russia, as well as all "enslaved peoples".

The Cabinet of Ministers should also promote the interaction between Ukrainians and Russian -enslaved peoples, provide the preparation and distribution in Ukraine and the world of materials on more than a millennial history of the Ukrainian state, historical relations of land inhabited by ethnic Ukrainians in conjunction with the National Academy of Sciences of Ukraine.

Zelensky also found that the Cabinet of Ministers should work out a plan of coverage in curricula and textbooks of the true history of ethnic Ukrainians in the historically populated lands within the Russian Federation. It is reported that the Ministry of Foreign Affairs of Ukraine should ensure that the provisions of this Decree in the development of a comprehensive strategy of interaction of Ukraine with the Ukrainian World Community.

The government should involve in the implementation of the points of the plan of domestic and foreign scientists, experts, representatives of the Ukrainian public abroad and organizations of Ukrainians in other countries.

According to the President, signing the Decree, he was guided by the provisions of the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social and Cultural Rights, the International Convention on the Elimination of All Forms of Racial Discrimination, the European Charter of Regional Languages ​​or Minority Languages, Declarations on Rights of Persons, Declarations which belong to national or ethnic, religious and linguistic minorities.
