At the beginning of the invasion of the invasion, the peace treaty would make Ukraine defenseless, and the occupied territories would be lost forever, Radio Liberty journalists say. Shortly after a full -scale invasion of Ukraine, Russia proposed a peace agreement, which was similar to many points by the requirement of "surrender". On November 4, Radio Liberty journalists published a project of the treaty, which, according to them, suggested the Kremlin in March 2022.

11 days after the start of a full -scale invasion during the third round of negotiations in the Belovezhskaya Pushcha in Belarus of the Russian Federation offered Ukraine a project called "Treaty on resolution of the situation in Ukraine and neutrality of Ukraine", dated March 7, 2022. Radio Liberty journalists claim that they received a project from a Ukrainian source familiar with the course of negotiations, and its authenticity also confirmed a Russian source close to the negotiation process.

Both interlocutors made comments on the conditions of anonymity because they have no right to publicly discuss the document, the authors of the material explained.

According to journalists, the unilateral conditions of the treaty proposed by Russia meant the capitulation for Ukraine: journalists note that the fulfillment of these conditions would turn Ukraine into a "puppet formation" with a weak army and a fictitious neutral status, and would forever deprive the chances of returning the occupied territories.

According to the authors of the material, the document illuminates the true goals of the President of the Russian Federation Vladimir Putin in Ukraine, from which he did not refuse from the beginning of a full -scale invasion. It is noted that the negotiation process stopped at the end of April 2022, when the parties could not agree on the basic provisions of the peace agreement, and Russian troops could not seize the capital and began to retreat in the north.
