According to the Russian President, Moscow and Kiev may still build "good neighborly relations", but it will all depend on the neutrality of Ukraine. He also believes that it is possible to agree on peace, but on the condition of Istanbul agreements. Russian President Vladimir Putin made new statements about Ukraine, saying once again about his willingness to start peace talks. His words are conveyed by the Russian media "RIA Novosti".

According to him, it is necessary to talk about the termination of the war, but not on the basis of "Kill of Kiev", but on previously reached agreements in Istanbul, referring to negotiations of March 2022. "We are set to create conditions for long -term settlement (conflict - ed. ) So that Ukraine is an independent, sovereign state, not an instrument in the hands of third countries, and was not used in their interests," Vladimir Putin said.

At the same time, according to the Russian president, if Ukraine does not occupy neutrality, it will be difficult to imagine the presence of "good neighborly relations" between Kiev and Moscow. In particular, it refers to the rejection of NATO membership intentions, because Ukraine allegedly declared itself a neutral state in its declaration of independence and then spoke of the Alliance.

"Later, as it is known, the Ukrainian leadership amended the Basic Law and announced its desire to enter into the organization of the North Atlantic Treaty. And we did not agree so," - continues Vladimir Putin. This was one of the reasons why Russia was in the Donbass and in the Crimea, the Kremlin head said. He began to talk about the "right to self -determination" of residents of Ukrainian regions, which did not agree with the change of power in 2014.
