According to journalists, only the Vice Prime Minister in Church Affairs of Zholt Shemyn was releasing 11 prisoners of war. He could bring them from Russia to the Schengen area using his own powers. Viceremier of Hungary in Church Affairs, Zholt Shemyn himself agreed with the Russian Orthodox Church on the release of 11 Ukrainian prisoners of war and their delivery to Hungary.
