"Putin could go further then." The Ambassador of Ukraine to the US Obama estimated the White House's response to the beginning of the war in 2014

The Ambassador of Ukraine to the United States in 2010-2015, Alexander Motsik believes that the administration of President Barack Obama would have to respond more strictly to the Russian-Ukrainian war, which may allow to avoid full-scale aggression in 2022. “It would be much better for the Obama Presidential Administration to take an even more stringent position.
