Preparation for the war is central to the report. The strategy does not propose new defensive initiatives, but calls for joint involvement of society in fighting. The threat of geopolitical conflict can be both virtual and in the form of military offenses.
Europe should better resist cyberattacks: since the beginning of a full -scale war in Ukraine, Russia has increased cyberspace activity. The eastern flank of Europe has already suffered a splash of hacker attacks. China, Iran and North Korea are also often attacked by Western governments, companies and key institutions.
The commission offers a pan -European strategy for accumulation of inventories and access to critical resources, including emergency response and catastrophe, medical countermeasures, critical raw materials, energy equipment, food and water. According to the report, centralized EU reserves and deposits of individual countries will be involved. EU members will receive recommendations for crisis planning, shelter availability and critically important space.
