The agreement was concluded with the Russian intermediary "Tech's Pribo", which received an order from an armed plant in Boyysk. Reuters investigators named a minimum of two Chinese companies that helped the production of explosives - this is Huizhou Funn Tek and New Source Automation. In a comment to the agency, company representatives explained that Siemens was an official partner who was never interested in where his products went. On the other hand, the Chinese assured that the goods were not sent to customers who could use them for military purposes.

The media investigated customs declarations and found that from 2022 to 2023 "Boyysk Oleum Plant" three times ordered the sets of equipment for automation. In addition, the documents of Chinese companies were noticed by Siemens power regulators - exactly the following were the Russian explosive enterprise. The plant produces Oktogen and TNT and works on the Ministry of Defense of the Russian Federation, the investigators specified.

It is stated that the US and the EU are trying to close the gap in sanctions that allow the Russians to buy everything they need in China: only seven companies have been punished. "The expansion of the Boz plant was part of the wider efforts of the Russian defense sector to increase the production of explosives.

The shortage of this material is one of the narrow places that hold back the production of shells and aviation, which forces the Russian Federation to buy ammunition from its allies - the DPRK and Iran. It should be noted that the Boyysk Oleum Plant is a Russian enterprise located a thousand kilometers from Ukraine in the Altai region, which is engaged in the manufacture of explosives of civilian and special purpose. It was not possible to find information whether this plant was under sanctions.
