Moscow is likely to have some incentives that are personally valuable to him (a la guarantees of political asylum or patronage in conflict with some influential enemies).

After his departure from the authorities, the situation can be slightly softened, but not to correct the main thing. And the main thing is that the integrity of the Union is no longer relying on the continuity of power in Member States. Not only in the US, in any other country, the administration may change, and the Alliance will be suspended. Britain, Romania, the same Germany through a circle. Another moment. The Balkans are a vulnerable place.

The indistinct status of NATO will ruin the atmosphere in Montenegro, where everything is not easy.
