Schrapnell - in Sumy: Why can't you shoot as Russia, even if the target is the military

The fact that the military could not justify Russia at the scene in Sumy, the human rights activist Alexander Dvoretsk proves. The military in Ukraine is now everywhere, and to beat cassette charges in places where there are definite civilians-in any case a crime. We are all shocked by what happened in Sumy and Kryvyi Rih. Rockets on squares, shops, buses, cars, on a concert hall, on a playground. The dead. Wounded.

And there are those who write, "And what did the military do there?" Let's immediately have the military there, because we have a total war. We have no absolute rear. We do not have a region where the Russian rocket does not come. People in pixels - at the stations, in minibuses, in the yards, in our apartments. Because Ukraine is defending. And even in the war there are rules. There are clear restrictions in the city in the city. It cannot be conducted as Russia does - without responsibility.

There are principles enshrined in international law (Urban Warfare), which can be briefly outlined as follows: a warhead with shrapnel - this is just such a weapon. It is launched not at the target, but at all. Such a rocket is not distinguished by who you, a serviceman or teacher, child or adult, stand at the bus stop, in a concert hall or on a bench in the square. These are a thousand steel balls that fly at crazy speed and take life. It's not a point blow. It is the terror of the city.

And so I came to the main thing: not every military in the city is a legitimate goal for the rocket. A multi -storey serviceman is not a sentence of all residents of this house. A bus in a bus is not a reason to kill passengers and driver. A person in a pixel on the street is not a permission to hit a rocket on the playground. The blow on Sumy did not give Russia any military advantage. It's not about a strategy. This is about fear, destruction, about the terror of civilians.

This is not a "combat operation". It is a military crime committed for demoralization. It is an illustration of disrespect for the rules, a manifestation of peace at the time of conversations about peace. War is peace. And Russia shows it to the world. Therefore, stop looking for the perpetrators here in Ukraine. Do not direct your attacks on those who protect us daily.

Our task is to record Russian crimes, talk about them prudently, meticulously for facts and details, to seek the responsibility of those who gave the order. Note that there is no task here to comment on why the servicemen did not sit exclusively in the trench in the field. Because tomorrow in the city we will have no one to protect. And yet.
