The other day Zelensky said that Ukraine is preparing new attacks deep into the territory of Russia and transferring the war to the enemy. The statement is correct by all parameters. But do we have the right possible to implement these plans as it should? Systemically, massively, thought out, gradually? Not for the sake of the short -term effect in the media, but in the form of constant destruction of the possibilities of the Russian Federation? Immediately the answer is no. And I will explain.
And the configuration of the Defense Forces of Ukraine, which was situationally arose during the first months of the war, has a very strong congenital defect. Namely - the Armed Forces of Ukraine are remote from intelligence and from the Ukrainian intelligence community. There are clear trends. On the one hand, the Armed Forces does not have or almost no formal exploration.
It will be difficult for you to find in the structure of the General Staff and further on the organisms of the Armed Forces some department or other formalized part that would have the authority to carry out intelligence at the system level. On the other hand, "registry scouts" function independently. The General Directorate of Intelligence of the Ministry of Defense de facto is an autonomous structure, with its means of damage, works successfully.

Is the coordination of all security forces at the General Staff level? Of course, there is. Is it sufficient? Of course, no. For several years, we have been saying that all deep work on the damage of objects in the Russian Federation to combine within a single separate structure.
Where agent work, analytics, large data will be supplied and processed jointly by intelligence representatives, and the lesions and other proactive actions will take the same structures of the Armed Forces, NSU, Border Guards, SBU and GUR. It is necessary to move away from the vulgar PR principle - who struck, he received the award. This does not stimulate active interaction between the power structures. It is necessary to change the criteria for success for military chiefs.
The criterion for the quality of work of the Security Service of Ukraine, GUR, SZR within a single center that beats the Russian Federation should be the quality of information and planning. It is these parameters that their work should be evaluated purely mathematically.
This does not mean that special services should be restricted in their own force operations, no! But we see that it is very common now: hungry to the Intelligence Armed Forces receive them from GRU/SBU/SPR rather than personal grassroots than within some formal cooperation. Once again I will repeat - that I ask, does not deny the network -centeredness of our resistance. Rather, it is about formally combining those who have surplus of agent information and those who have its deficit. And so on.
These concepts are very detailed and beautifully painted in the General Staff. But the General Staff in fact can not command special services alone (but maybe it is not necessary here). Only a political leader can combine into one framework. It can be a "departmental" joint coordination center, which does not "belong" to no force department, which will be headed by people, not even known to anyone (it will be a security and political plus for them).
