Cabinet in the shadow of Bankova, TCC reform and new "Wagner" Putin: Interview with Alexei Goncharenko

To spread: Ukraine will not be able to effectively resist external aggression without order. While the authorities are demonstrating chaotic decisions, it delayed with the financing of the army, it launches a "mobilization reform" without reforming the shopping center - the trust of society is rapidly falling. About failures in the rear, salaries of military and threats of political distortion - in conversation with People's Deputy Oleksiy Goncharenko.

Ukraine balanches between the threats of a new invasion, the intervention of North Korea in the war and the crisis of trust within the country. In an interview with Focus, MP Oleksiy Goncharenko tells why the new law instead of scandalous # 12414 is only a temporary victory, how we do not turn into a "problem" for the event and why the TCC reform is more important than any contract.

Now they are actively talking about a new large -scale offensive of Russia in August with the participation of the North Korean military. What is known from your sources and how do you evaluate this threat? The involvement of the North Korean military is a very real threat. This is not only a new level of Putin's madness, but a challenge for the whole world. If Pyongyang becomes a new "Wagner" for Moscow, it will definitely be a threat not only for Ukraine.

Is it necessary to initiate the creation of a military-political union with specific states after the news of the possible involvement of the DPRK? In your opinion, how do you move from diplomacy to real actions and involve allies in defense directly - not only weapons but also by people? Obviously, we will not enter NATO in one day now. Therefore, we need to build relations with each country not only in diplomatic but also in military plan.

I mean military cooperation, support, involvement of foreign specialists. It is important to move from "We support you" to "we". To do this, Ukraine should offer common defense formats - joint air defense, instructors, technical units in our territory. How do you think the process will take place in the 10-12 days that Trump has provided the Russian Federation and what will happen after that time? Well, Trump is increasing his rhetoric.

He himself stated that he was already tired of Putin's empty conversations. Let's see what will happen. It is difficult to predict. Currently, Congress has gone on vacations, no meetings are planned by September, so it is unlikely that the bill on sanctions for the authorship of Senator Lindsey Graham is unlikely. Trump may have other ideas. We must wait.

How is Ukraine more effective to fight the "fatigue" of the event from war? Is it necessary to create individual institutions or teams that will promote not only military assistance but also cultural, information support? Listen, well, you need to do it wisely. The ministry of unity created the authorities, you know how it worked. Any. The minister is generally involved in a corruption scandal. The Ministry is now creatively disbanded and attached to the Ministry of Social.

At least the PACE is exactly about the fate of Ukrainians. We have approved resolutions concerning Ukrainian refugees. In particular, the countries were called for monetary compensations when Ukrainians would return from forced emigration. I think part of the activity of combining Ukrainians in the fight against "fatigue" should also be put on our embassies. Well, to allow the deputies to do their work - to be able to travel and talk about Ukraine. You often perform abroad.

Honestly - how are we now perceived: as a victim, hero or problem? It is difficult to say. Someone sees the hero, someone is a problem. Someone considers the victim. But, as I say, a clear methodological work is needed. Every time I go abroad on a business trip - I raise the interests of Ukraine, in the PACE, at all committees, in all speeches. I explain that we are not a problem, we do not want to take their money, we want peace to come. We want to live quietly, work for ourselves, make money.

But for that we need help. Now we stand before the existential crisis - the survival of the state. And the help of allies is very needed. And all deputies should do such work, they have to go to parliaments of other countries - and to speak, to constantly explain our position. Scandal around the Law No. 12414. Do you see a complex threat to the independence of institutions, given the latest events around Bab, Shabunin and pressure on journalists? Well, the bill is not valid.

Because they approved a new one. But what happened in the last week is difficult to even call a circus. This is a full fiasco. Thank God, the authorities saw protests, saw all the resonance and took up her head. The new law is passed, NABU and SAP's independence is preserved. In particular, it is a great merit of people who have not reconciled with this step of Zelensky in authoritarianism.

Do you see the danger of transforming the President's office into a new Cabinet in the context of ministerial permutations? The President's office is the Cabinet of Ministers. Who appoints all ministers? Well, by law, not a president. But all appointments go to op. So here you can simply identify that everything that the Cabinet does, it does for the blessing of OP. Of course, so it should not be.

Why does the military remuneration not increase - how often does this issue rise in parliament? I repeat at each meeting - raise the salary to the military, we have to respect those who protect our land. The other day we passed the law on financing forces of defense, we allocate more funds. But it was done again, sorry, through one place. The government has brought to the fact that if this law was not passed, the military remained without cash in August.

Well, how so? Did they not understand that there was such a problem? And then the Smigal at a meeting of the budget committee tells you how urgently it is necessary to approve everything. So, who pulled? Not the government itself? Circus. How do you evaluate the 18–24 contract? Can it be an effective tool in mobilization and is it not a compromise or bypassing general mobilization? An effective mobilization tool is the reform of the CCC.

Maybe someone will see the prospect in this "18-24" contract, well, but will it be massive? First of all, it is necessary to make normal general mobilization, through recruitment centers, not to arrange a "bell", which we now see on the streets. Well, it's a full shame. People grasp, pull somewhere, take phones. And what will the confidence in the army then be? The authorities do not realize that there are huge problems in this.

Therefore, the reform of the shopping center should be a priority task! We will remind, on July 31 President of Ukraine Volodymyr Zelensky signed a law submitted to him by the Verkhovna Rada on restoration of powers of the National Anti -Corruption Bureau and the Special Anti -Corruption Prosecutor's Office. During the meeting of July 31, 331 MPs were supported by the draft law as a basis and as a whole.
