This war should become an increasing and greater problem for Russia - President's speech at Fair Play Conference

Russian missiles, drones, almost all of the battlefield, which really has power, Russian finances, their technological companies and communications - all this depends on how Russia sells with the world, how Russia sells oil, other goods, imports technologies, equipment, components. Russian weapons production depends directly on the availability of modern machines. Russian rockets and drones consist of dozens of critical components that they import from different schemes from other countries.

The Russian budget is critical of oil and gas revenues. The Russian economy, Russian oligarchs cannot function properly without financial relations with the jurisdictions of the world. And, importantly, it is the personal capital of Putin's so -called elite - all these killers and their accomplices. They love money very much.

They are very fond of their luxurious life, accumulate steady funds, want good education for their children, in particular in Europe, they need normal medicine - the longer Russia is fighting, the less normal in Russia. Just the so -called Putin elite is aware of this very well and very much wants the event not only to impose new sanctions, but to weaken all current sanctions.

Therefore, our common task is obvious - while Russia is inserting into this war, they should be as close as possible to the whole world. This is about safety - ours with you, and about ordinary human justice. This is what we need to provide with you sanction modes - ours and partners. Unfortunately, even today, even the Western countries continue to supply Russia with equipment and critical components.

Our experts have recorded hundreds of types of various components contained in Russian drones in Russian rockets. Unfortunately, in the past year, the supply of machines to the military-industrial complex has been recorded in Russia at least from 12 countries, including China, Taiwan, South Korea, Japan, France, Germany, Italy, Turkey and the United States. Supply contracts planned for the next 26th year are also known. All this must be stopped. Certainly.

Further pressure on every entity in the world who helps Russia to store exports, who helps transport oil, look for schemes to bypass financial restrictions. We need to work now to ensure that the latest technologies, in particular in the field of artificial intelligence, are included in the priorities of export control by partner states, since artificial intelligence is increasingly integrated into weapons.

It is already necessary to establish restrictions on the supply to Russia of ready -made artificial intelligence models suitable for military use. Also - tools and services for training of artificial intelligence, including cloud services, high -performance computing equipment, as well as specialized dates, including commercial satellite images. That is, our sanction work should be absolutely specific in each direction and as modern as possible.

It is necessary to create a new international platform for the control over the export of dual -use goods, and this should help us not only in defense against Russia directly, but also indirectly against its accomplices - such as Pyongyang and Tehran regimes. Separately, I want to note the work of everyone and everyone who limits Russian earnings on energy.

Thanks to our state institutions, thanks to our strong partners, thanks to cooperation with civil society, there are really good results in sanctions against the Russian shadow tanker fleet. And this should be even more. We have to expand sanctions on tankers captains, all related legal entities, as well as the terminals from which Russian oil is shipped. All this is enormous daily work: from export control, limiting the supply chains to blocking financial instruments and personal sanctions.

But all this is needed, because without this Moscow will not think of peace. Of course, we do our part of the work. Our sanction packages are very active and I want to thank the whole team that provides it. Today, there are new sanctions of Ukraine against manufacturers and suppliers of components and equipment for the Russian military industry - another 87 entities, most of which are Russian. But we must become even faster and even stronger.

Therefore, there is also a clear decision of the National Security and Defense Council of Ukraine on synchronization of all sanctions. This is an absolutely necessary process. As of today, there is different speed of application of sanctions, there are cases where we are acting faster in Ukraine, there are cases where partners work more actively against a particular person or direction that deserve strong sanctions. Today we start rapid synchronization.

Each necessary decision of partners on sanctions against Russia and related persons should be implemented in Ukraine quickly. Our Ukrainian sanctions against those who have chosen Russia and who have chosen war against those who help aggression - Ukrainian sanctions should also be confirmed in other jurisdictions.

It is necessary to work more actively with companies directly, with key world manufacturers of equipment, first of all, with key developers, so that there is more control at the level of manufacturers on where their products get. The negligence in the control should lead to the sanction lists and to effective restrictions. This war should become an increasing and greater problem for Russia. And every Russian blow to our cities and communities should be a reason for new sanctions in response.

Now I had good meetings in Europe and at the Seven Group Summit in Canada with our partners - a lot has been mentioned in particular. Partners are ready to support. I want to thank it. We expect all our state institutions, from the Ministry of Foreign Affairs, the Security Service of Ukraine, the National Bank, the National Security and Defense Council - I expect faster work and results that will be synchronized with partners. There is a completely clear task. There are absolutely clear terms.
