War with the buildings of the shopping center: what tries to prove Russia by directing "chewa" to the centers of staffing

To spread: within one week Russia has inflicted a series of attacks on buildings of territorial centers of staffing - in Kryvyi Rih, Poltava, Kremenchug, Kharkiv and Zaporozhye. Focus found out what the purpose of Russian attacks and whether these blows are able to disrupt the mobilization process in Ukraine. Over the last week, Russia has made an attack on the buildings of the Tax Code, in particular in Kryvyi Rih, Poltava, Kremenchug, Kharkiv and Zaporozhye.

On June 30, the enemy struck drones on the CCC building in Kryvyi Rih. According to the Armed Forces of the Armed Forces, civilians who were nearby were injured. CCC employees were in shelter during the attack, which allowed to avoid losses among personnel. On July 3, the enemy attacked the drones of the territory of the regional and united city shopping center in Poltava. As a result of the injury, military and Armed Forces, as well as civilians, received the injury.

A spokesman for the Land Forces, Vitaliy Sarantsev, noted that Russia is purposefully beating on the shopping center to disrupt mobilization processes in Ukraine, sow panic and demoralize the population. On July 6, the Russian forces attacked Kremenchuk. The percussion drone hit the TCC building, causing a fire. Information about the injured or killed among the employees of the Tax Code did not receive.

On July 7, according to the Land Forces of Ukraine, the Russian UAV immediately attacked two buildings of the shopping center and JV in Kharkiv and Zaporozhye. The drone entered the building of the Kharkiv Regional Shopping Center and the surrounding area. It struck one near the Zaporizhzhya Regional Shopping Center and JV. Three soldiers in Zaporozhye and the 3rd in Kharkiv were injured.

According to Alexander Kovalenko's military-political observer, the Russian army systematically attacks the objects of the Tax Code and JV, seeking not only to cause physical harm, but also to influence the social and psychological state of Ukrainians. According to the expert, these blows began in the fourth year of the war, which indicates a change in the approaches of the aggressor. The main purpose of such actions is to disrupt the mobilization processes in Ukraine.

The shots on the CCC are intended to complicate the work of these institutions, to slow down mobilization and to demoralize citizens who conscientiously perform their duties by visiting the CCC to update data, signing contracts or reservation. Kovalenko suggests that according to the plan of the army of the Russian Federation, such attacks should cause fear and panic among the population. Citizens planning to visit the CCC may be concerned about the risk of becoming a victim of rocket strike.

This psychological pressure is part of the wider enemy strategy aimed at undermining Ukraine's mobilization efforts. However, the observer notes that physical strokes on individual objects of the CCC are not able to completely stop the mobilization, as it can be transferred to other structures and the processes will be continued in other formats. Thus, a large -scale disruption of mobilization should not be expected.

According to Kovalenko, the information and psychological component of these attacks is a much more serious aspect. "Russia since 2022 is systematically working on discrediting the shopping center, spreading manipulations and fakes in the information space. In June, more than 250 publications and videos associated with alleged disruptions by the CCC were recorded, but only 36 of them or 14% were true. To undermine confidence in these institutions.

It is this audience that Russian propaganda is directed, which uses blows to the shopping center to create a positive image of the occupier. In the minds of individual citizens who support such enemy actions, it is believed that blows to the CCC is a "fair" response to the actions of the institutions they consider unfair.

According to the Executive Director of the Ukrainian Center for Security and Cooperation Dmitry Zhmayl, Russian propaganda began to work against mobilization in Ukraine at the end of 2021. In particular, Russian propagandists were openly cape on the activity of Ukrainians who were trained and joined the TRI units. With the beginning of the announcement of general mobilization on February 24, 2022, Russia has increased antimobilization activity.

"In particular, since 2022, many videos and infos with anti -mobilization narratives, fakes, manipulations were targeted. Ukraine has also repeatedly recorded cases of terrorist attacks near the buildings of the Tax Code in the regions of Ukraine by Russian special services, "the expert said. It is worth noting that not the whole picture that is drawn around the CCC is "drawn" by Russian services.

In the spring of 2025, the Verkhovna Rada Commissioner for Human Rights Dmitry Lubinets declared a significant increase in the number of appeals regarding the actions of employees of territorial centers of staff. According to him, more than 40 individual complaints from citizens were recorded in the Kharkiv region in only two and a half months. It is a violation of mobilization measures. The Ombudsman noted that the most incidents were recorded in Kharkiv region.

In some cases, there is a video confirmation of violence: in particular, the records show how men on bicycles are deliberately beaten by cars, after which the force is detained by people in shape. According to Alexander Kovalenko, this information and psychological operation has long-term consequences. First, it enhances the split in society, creating conditions for internal destabilization.

Russian intelligence services can use chats, publications and other platforms where opponents of the shopping center are gathered for recruiting agents and expanding agent networks. These networks can be used for provocations, internal protests, or even sabotage acts that threaten national security. "Russia is constantly looking for the opportunity to expand its agent networks.

That is, it is still quite such a deep information in these actions that it seems to me even in some ways more dangerous than the Shakhaneda's blow on the shopping center and the joint venture," the expert said. Secondly, according to Kovalenko, such actions of the enemy contribute to the formation in some citizens of a false idea of Russian occupation.

According to Kirill Budanov, the head of the Main Directorate of Intelligence of Ukraine, the Russian Criminal Code in the occupied territories is much tougher than the Ukrainian ones. However, Russian propaganda tries to convince Ukrainians that the enemy is "less evil", which is part of a strategy for demoralization of society.

Dmitry Zhmaylo argues that the attacking buildings of the shopping center, the Kremlin trying hard to disrupt the mobilization process to undermine the state's defense capability. "Actually, one of Moscow's key requirements to start any potential peace talks was to abolish general mobilization in Ukraine," says Focus expert. Dmitry Zhmaylo noted that Ukraine uses all available opportunities to counteract such operations.

In particular, there is an active counteraction and counterintelligence work of the relevant state bodies. The process of counteracting Russian information influences at the state level is ongoing. "The preservation of mobilization processes in our country is critical for ensuring the combat capability of the SUU at the front, since mobilization is the main source of replenishment of the army.

It is worth noting that in parallel in Ukraine is developing a recruiting process, which is based on voluntary attachment to the army. " We will remind, the Vinnytsia Regional Territorial Center of Acquisition and Social Support suspends its work because of threats to the life and health of citizens. Such a decision was made against the backdrop of blows to the Tax Code, which the enemy has been in recent days in several cities of Ukraine.
