Energy, financing of weapons production, pressure on Russia and work with partners - the President held a meeting with government officials regarding the results of the government in one hundred days of work

Among the main issues are energy, financing of the security and defense sector, pressure on Russia, weapons production, rehabilitation of veterans, salaries of teachers, scientists and doctors, social services, compensation for destroyed housing, digitalization and cooperation with partners. Yulia Svyridenko presented the results of the work of the government team, and also reported on attracting financial support from foreign partners.

"In one hundred days, we focused on financing all areas critical for the state. To support the state budget, we received 9. 4 billion dollars under the ERA loan mechanism and 3. 05 billion euros through the Ukraine Facility. More than $2. 6 billion has been raised for defense needs through the PURL mechanism. Funds were also provided for the protection of the energy industry and for the purchase of gas for the winter," the Prime Minister noted.

The President emphasized that there is already 70% funding for gas imports, and instructed the government to immediately provide all 100%. Also, Minister of Foreign Affairs Andrii Sybiga and Minister of Energy Svitlana Grynchuk must ensure the full implementation of agreements with Germany, Norway, Italy, the Netherlands and the European Commission regarding financing and supply of the necessary equipment for electricity generation.

The government also conducted a comprehensive audit of defense expenditures, developed the Defense City legal regime for Ukrainian arms manufacturers, and implemented the Delta system for the military at all levels. Defense Minister Denys Shmyhal reported that companies are increasing the production of FPV, interceptor drones and deep strikes.

The President emphasized that by the end of the year, it is necessary to reach the figure of more than 50% of Ukrainian-made weapons for the defense of Ukraine. The head of state has set the task of launching the program of controlled export of Ukrainian weapons as early as next month.   Also, by the end of the year, the Ministry of Defense plans to complete the first stage of the transformation of the Defense Forces and fully transition to a corps system in the Armed Forces of Ukraine.

In addition, the online platform "Veteran Pro" has been launched, which contains up-to-date information for obtaining housing, compensation for destroyed housing, registration of the status of disability due to war, conversion of the workplace and submission of applications for veteran sports. The Minister of Veterans' Affairs Nataliya Kalmykova reported that the adaptation of veterans who have lost their sight has already begun.

"Last week, we passed the long-term care ordinance, which is for those who are very seriously injured and need a broader range of services than palliative care for civilians who are not being treated for combat injuries," she added. Minister of Social Policy, Family and Unity Denys Ulyutin reported on the implementation of the "Student Package" program and the "Family Home" service for orphans and children deprived of parental care.

""Family home" is for children who do not want or cannot be adopted for one reason or another, in particular children with disabilities. With the support of the Olena Zelenska Foundation, houses for providing such a service will appear in the first two regions. In the future, the service will be piloted in 12 regions. In the next step, the project will be scaled throughout the country," he said. An increase in payments to adoptive parents and foster parents is also foreseen.

Work is being carried out to improve the prosthetics of the military, the possibility of obtaining highly functional prostheses is simplified. Detailed attention is paid to the health care sector, in particular the situation with drug prices and availability of drugs. The President emphasized that the Minister of Health should provide concrete results so that people feel that medicines are really becoming more accessible.

Viktor Lyashko informed about the simplification of conditions for training in medical facilities for combat medics and their employment in the civilian health care system. It was also about increasing salary guarantees for doctors. "In the draft budget for next year, we are adding 16 billion hryvnias to the medical guarantee program. The government is introducing a number of initiatives so that medical institutions have additional funding, especially in the frontline areas.

It is important that the heads of hospitals rationally use these additional funds and that they go primarily to increase the salaries of doctors. Calculations show that this makes it possible, for example, to pay a family doctor 35,000 hryvnias," he said. It was also about the need to raise salaries for teachers and lecturers next year.

The Minister of Education and Science, Oksen Lisovyi, reported that the ministry had certified all academic institutions - for the first time with the introduction of a new model of basic funding. "We have already allocated 155 million to academic institutions that achieve good results and are certified by category A. Next year, more than 40% of academic institutions with the highest categories will receive additional funding under the new model," informed Oksen Lisovyi.

Oleksiy Kuleba, Deputy Prime Minister for Reconstruction of Ukraine - Minister of Community and Territorial Development, reported on reconstruction in the regions. He noted that thanks to the constructed water pipeline, for the first time since 2022, it was possible to start a centralized water supply for half a million residents of Mykolaiv. They also opened the first Eurotrack from Uzhhorod and started the largest port investment project.

In addition, they scaled up the compensation program "eRenovation" for internally displaced persons from temporarily occupied territories. "A resolution has already been adopted according to which people who have property left in the temporarily occupied territories will receive compensation - 2 million hryvnias for the purchase of new housing. We found the first 15 billion hryvnias for the implementation of this project.

These will be the families of combatants and people who have been disabled as a result of the war. This is the first stage, and work is already underway with international partners to attract additional resources so that all families with TOT receive compensation," Oleksiy Kuleba informed. The President instructed the Minister of Finance Serhiy Marchenko to work out specific public needs in Ukraine, to which the funds from the frozen Russian assets should be directed.

The Head of State also tasked the Minister of Foreign Affairs to work on synchronizing restrictive measures against Russia: coordinate partner sanctions with Ukrainian jurisdiction, Ukraine sanctions with partners and between the partners themselves. "So that in all the most important jurisdictions of the world there was an equally painful pressure for Russia for this war.

The nineteenth package of EU sanctions must be synchronized in all key European countries outside the EU," the President emphasized. In addition, Volodymyr Zelensky emphasized that it is important to attract resources and funds to the sphere of culture during the war. The Minister of Culture and Strategic Communications Tetyana Berezhna spoke about the program "Own business for creative industries", which provides for grants of up to UAH 1 million.

She also announced the creation of the Cultural Heritage Fund of Ukraine, an international platform for the restoration and protection of cultural heritage. "We have more than 4,000 objects of the network of cultural institutions and objects of cultural heritage in Ukraine, which were damaged as a result of the aggression of the Russian Federation. We are preparing a detailed portfolio, a transparent system of submission and distribution of funds for these objects," she informed.

First Deputy Prime Minister - Minister of Digital Transformation Mykhailo Fedorov reported on new services for Ukrainians in Diya, electronic notary and a new direction of government work - electronic justice. "We have joint projects or services in the works with almost every ministry. Over the past hundred days, dozens of services have already been launched," Mykhailo Fedorov noted.

The Minister of Youth and Sports, Matviy Bidny, reported on the launch of the Olympic Lab scientific park, as well as the digital system of medical and scientific-methodological support for Ukrainian athletes. Also, according to him, a draft law on science in sports has been prepared and a law on leasing state and communal sports infrastructure has been adopted to facilitate access to it for sports schools and sections.
